## Description (the employer's text)

Dexis is a dynamic professional services firm dedicated to partnering with government and community leaders both in the U.S. and internationally to achieve critical social outcomes in a rapidly changing world.

At Dexis, you will experience a corporate culture of inclusiveness, respect, fairness, and trust. You will be given the means and mentorship needed to succeed, and your creativity will be rewarded.

Dexis is seeking a Program Manager to provide strategic leadership and oversight for a U.S. Army Corps of Engineers (USACE), Latin America & Caribbean District program supporting project management and technical support services across Central and South America. The program will support USACE's oversight of large- and small-scale capital infrastructure programs, including critical public works, disaster recovery, national security cooperation, and strategic infrastructure initiatives.

The Program Manager will lead a multidisciplinary team supporting program and project management, project controls, acquisition and contract management, and specialized technical services. The position requires senior-level leadership in a high-pressure environment characterized by multiple concurrent priorities, compressed timelines, evolving funding and operational requirements, and complex international operating conditions.

The ideal candidate brings extensive experience managing large-scale, complex U.S. Government programs and portfolios exceeding $1 billion, with demonstrated ability to lead multidisciplinary teams and oversee complex infrastructure programs. Direct USACE project management experience and experience managing programs in Central and South America are highly desired.

This position is a scalable 1099 consulting engagement, with the level of effort varying based on awarded task orders and program requirements. This position is contingent upon award.

### Responsibilities

Provide strategic leadership and overall management oversight for program implementation and multiple concurrent BPA call orders.

Lead multidisciplinary teams supporting complex infrastructure, engineering, program management, project controls, acquisition-support, and technical-support requirements throughout Central and South America.

Oversee program and project management activities across the full project lifecycle, including planning, execution, monitoring, risk management, and closeout.

Develop strategic plans, establish management priorities, coordinate internal teams, and ensure effective integration across program task areas.

Oversee program performance against schedules, budgets, deliverables, and performance requirements.

Ensure effective coordination between program management, project controls, acquisition and contract-management support, and specialized technical teams.

Establish and maintain effective, transparent communication with USACE leadership, the Contracting Officer's Representative (COR), and other Government stakeholders.

Identify, track, and manage programmatic, schedule, cost, operational, and performance risks, and oversee development and implementation of appropriate mitigation measures.

Guide the program's response to multiple, competing urgent priorities and short-notice Government requirements in a dynamic international environment.

Oversee staffing and deployment of qualified personnel across Latin America and the Caribbean and support the program's ability to scale staffing in response to changing call-order requirements.

Support coordination of specialized subject matter expertise for urgent requirements, including activities requiring rapid mobilization to foreign, remote, or challenging project locations.

Ensure program activities and deliverables meet applicable U.S. Government and USACE requirements and quality standards.

Provide increased leadership and coordination for strategic active call orders or when designated major projects require intensive oversight, including travel to San Juan, Puerto Rico and locations across Central and South America, as required.
